Company in Thailand need to charge management fee to Singapore office. Is this management fee subject to WHT?

Panwa: Please note that the management fee is charged from Thailand, it is the income of Thai office which WHT should be considered based on the country of payer. Moreover, it is subjected to VAT at 7% if service is provided in Thailand.
