Company did not record the issued sale invoice for Free of Charge under Sale or Service

When the company issued sale invoice for “FOC” (Free of charge) why did the company did not record to Sale or Service?

Panwa : “FOC”: Did not record the sale invoice issued for FOC (Free of charge) and delivered to the client;  in case need to record under Sample good, the FOC delivered to the client is “Free” not under “Sale”
