For the withholding tax of repair service, how could we deduct for WHT?

For the case Repair (Part & Service) customer PO was Total in 1 transaction not like our quotation has 3 transactions. So Can I issue a Tax invoice with WHT 3% not separate?

Panwa: In case if the quotation was issued under service/repair, it shall be considered that all amount as service rendered (Part & Service) and the customer needs to deduct 3% for all, either the amount of spare part and service charge will include in 1 invoice or will issue the invoice separately; 1 invoice for spare part and 1 invoice for service charge.
